【摘要】:InadditiontoEN13850:2002PostalServices-QualityofService-Measurementofthetransittimeofend-to-endservicesforsinglepieceprioritymailandfirstclassmail,thisEuropeanStandardspecifiesmethodsformeasuringtheend-to-endtransittimeofdomesticandcross-bordernon-prioritysinglepiecemail,collected,processedanddistributedbypostalserviceoperators.Itconsidersmethodsusingarepresentativeend-to-endsampleofalltypesofsinglepieceaddressedlettermail.ThisEuropeanStandardhasbeendevelopedfromandiscompatiblewiththerequirementsofEN13850:2002.Assuch,surveysforbothpriorityandnon-prioritysinglepiecemailmaybeundertakenconcurrentlywhilstreportingseparateestimatesofpriorityandnon-prioritytransittimes.Theoveralltransittimequality-of-serviceresultistobeexpressedaspercentageofmaildeliveredwithinJ+ndaysend-to-endaccordingtotheEU"Postaldirective".ThisEuropeanStandardrelatestothemeasurementofso-called"normal"servicesgiventoprivatepersons/householdsandbusinessesthatpostmailatstreetletterboxes,overthecounteratpostoffices,havepickupsattheirofficesorgivetheirmaildirectlyatpostalserviceoperators'sortingcentres.FortechnicalreasonsthisEuropeanStandardmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.note:1Directive97/67/ECoftheEuropeanParliamentandoftheCouncilof15December1997oncommonrulesforthedevelopmentoftheinternalmarketofCommunitypostalservicesandtheimprovementofqualityofservice(OJL15,21.1.98,p.14).ThisEuropeanStandardisnotapplicableformeasuringtheend-to-endtransittimedistributionoflargebulkmailers'servicesandhybridmail,whichrequiredifferentmeasurementsystemsandmethodologies.
